In 2021, the Texas Legislature passed a bill that empowered Texas Mutual to create a health coverage-focused subsidiary. In 2022, our board of directors approved the initial steps for its creation. Texicare’s mission is to provide innovative solutions that increase access to more affordable, easy-to-use, quality health care for Texas businesses and employees.
We believe that all companies deserve the opportunity to provide coverage that's right for them. We look forward to introducing our product offering to the market in 2024, subject to regulatory approval.

Meredith Duncan, President and Chief Executive Officer
As president and CEO of the new subsidiary, Meredith Duncan will lead the next steps in its product offering and the expected market launch in 2024.
Ms. Duncan has 20 years of experience in strategic planning, consumer market research, sales and business development, and operations management. She has held leadership roles at Information Resources, The Strategy Group, Dreyer’s/Edy’s Ice cream, and Kaiser Permanente Southern California. Ms. Duncan previously served as the president of the Texas market at Bright HealthCare and as the chief growth officer for CVS/Aetna in the Texas, Oklahoma and New Mexico markets. She also spent nearly eight years at Ascension Seton Texas, where she served as CEO of Seton Insurance Company and VP of accountable care and physician engagement.
Ms. Duncan currently serves on the Austin Healthcare Council Board of Directors and previously held roles on the Board of the Austin Chapter of the Leukemia and Lymphoma Society and the Board of Governor’s for LifeWorks Austin.
Ms. Duncan holds a B.A. from the University of Texas at Austin and a Master's in Public Health from UCLA.
